The English word rulers can basically mean one of two things:

1. A measuring stick, or
2. A sentient being in authority over other sentient beings.

Sentient beings (such as God, angels, a military commander, a human king, a human governor, a human law-enforcement officer, etc.) who are "in charge" over other sentient beings exist and are either in authority:

1. innately, by their very nature (of power, intelligence, circumstance) are automatically and permanently in authority over all other lifeforms and existent entities -- not having been requested, nor established, nor continued to become, nor continue to be in authority....by the existent objects subservient to that authority, or

2. temporarily, being conditionally requested, appointed, commissioned, and maintained to be in partial authority within specific parameters of control over the entities willfully or involuntarily governed.

Pertaining to item #1 stated above, it almost goes without saying that both God the Creator, and His lesser-status angels, are sentient entities already functioning in an immutably superior position over all animate and inanimate physical objects on planet Earth. The authority of the Lord (in the now-glorified person of His Son, Jesus Christ) is, of course, superior in power, knowledge, and indestructibility to any and all [created] angels or demons:

Colossians 1:9 For this cause also, from the day in which we heard, we do not cease praying on your behalf, and asking that you may be filled with the full knowledge of His will in all wisdom and spiritual understanding,
12 giving thanks to the Father, who has made us fit for a share of the inheritance of the saints in light,
13 who delivered us out of the authority of darkness, and translated us into the kingdom of the Son of His love,
14 in whom we have redemption through His blood, the remission of sins;
15 who is the image of the invisible God, the First-born of all creation.
16 For all things were created in Him, the things in the heavens, and the things on the earth, the visible and the invisible; whether thrones, or lordships, or rulers, or authorities, all things have been created through Him and for Him.
17 And He is before all things, and all things consist in Him.
18 And He is the Head of the body, the church, who is the Beginning, the First-born from the dead, that He be preeminent in all things;
19 because all the fullness was pleased to reside in Him,
20 and through Him making peace by the blood of His cross, to reconcile all things to Himself; through Him, whether the things on the earth, or the things in the heavens.

2 has in these last days spoken to us by His Son, whom He has appointed heir of all things, by whom also He made the worlds,

4 being made so much better than the angels, as He has by inheritance obtained a more excellent name than they.

7 And of the angels He says, "Who makes His angels spirits and His ministers a flame of fire."

13 But to which of the angels, did He say at any time, "Sit on My right hand until I make Your enemies Your footstool?"
14 Are they not all [and merely] ministering spirits, sent forth to minister for those who shall be heirs of salvation?

As previously inferred, the existence of THE Supernatural Supreme Authority (i.e. God, revealed in the Godhead Person of our Lord Jesus Christ, the Messiah and Redeemer and Saviour).....compared to temporal lesser-power-and-influence human authorities of the types mentioned above.....permanently exists....with or without the consent of the lifeforms subject to His Divine Authority.....and such continues to be so - in part - because of His overwhelming and infinite power to maintain such rulership:

Job 9:12 Hey, [God] snatches away; who can hinder Him? Who will say to Him, 'What are you doing'?
Job 9:19 If it is a contest of strength, consider Him! If it is a matter of justice, who can summon Him?
Job 11:10 If He passes through, and imprisons, and calls to judgment, who can hinder Him?
Job 23:13 But He is unchangeable, and who can turn Him? What He desires, that He does.
Job 26:14 Wow, these are but the outskirts of His ways; and how small a whisper do we hear of Him! But the thunder of His power who can understand?"
Job 34:29 When He is quiet, who can condemn? When He hides his face, who can behold Him, whether it be a nation or a man?
Job 36:23 Who has prescribed for Him His way, or who can say, 'You have done wrong'?

For those of you who have seen the cartoon character Shrek (and do not feel bad or deprived if you have not), belligerant aggressors attempting to invade and conquer Shrek's territory are met with his response of:

"You....and whose army"

Which gets us to macro human authorities and micro human authorities.

The macro authorities, created and instituted by God the Creator Himself, are such entities as the identified-with-certain-humans abstractions called "The State of Israel" and "United States Government" (to name merely two of the many).

Presently, and for some time in the past, the matter of sovereignty and land ownership of Mideast ('Holy Land') territories defined in the Sacred-66-books Judeo-Christian (Old-and-New-Testaments) Holy Bible has been debated and in question relating to the following Scriptural chapters containing detailed descriptions:

Dissention has occurred as to whether or not blood-and-faith descendants of not merely Abraham, but especially Isaac and Jacob (with the progenie of Ishmael and Esau excluded) and continued messianic line with Judah, Moses, Joshua, David, Solomon, etc. up to and including the Son of David (Jesus Christ).....should be considered the property of Hebrew Jews..... or instead a trouble-fermenting group of antisemitic nomadic vagabonds infesting the planet ever since Jews-hating/Christ-despising Roman emporers who tried to rename the land of Israel the land of "philistines" (thus: "palestine") -- under the ownership of frequently-terroristic/genocidal arabs and moslems whose only nationalistic intention is to steal Israeli territory, truncate Jewish God-given-and-never-relinquished borders, annihilate those beloved for the sake of their forefathers, and "wipe Israel off the face of the map."

Yes, rebellious Israel and Judah were temporarily conquered in the past, by such rulers as the God-fearing Nebuchadnezzar:

Daniel 3:29 Therefore I [Nebuchadnezzar] make a decree: Any people, nation, or language that speaks anything against the [Hebrew/Jewish] God of Shadrach, Meshach, and Abednego, shall be torn limb from limb, and their houses laid in ruins; for there is no other god who is able to deliver in this way."

.....and Darius (who appointed Daniel his VP):

Daniel 6:18 Then the king went to his palace, and spent the night fasting; no diversions were brought to him, and sleep fled from him.

As you can see, the ACLU and AUSCS have good cause to insist on "separation of church and state" because of the above, and the Sun rises each morning in the west.

Seriously, prudent legislators and judges within Our Union of 50 States correctly interpret the First Amendment of the U.S. Constitution with the essence of:

Congress shall respect no law establishing [anti-Christian] [denominationally-sectarian, or State] religion, nor prohibiting the free exercise of [genuine-Christian] [denominational or sectarian] religion.

Certainly, a long line of American Presidents have similarly been accomodating to Jews in relation to continuing Jewish existence, and establishment of a designated homeland for Jews in the Middle East....even in significant accord with the territorial boundaries designed by the LORD in the Holy Bible.

Speaking of the United States, I met a Ron Paul supporter the other day who seemed to have placed himself in competition against the authority and sovereignty of the military-armed-forces-supported Government of the United States -- claiming that all sorts of phenomena enacted and maintained by duly-appointed agents and officers of U.S. Government had been [alleged] "illegal" actions, such as enactment of Social Security I.D. numbers for all.

Poor Social Security. It is clear that Satan and his subversive operatives cannot tolerate tax-free monthly checks from Uncle Sam understandably given to needy and impoverished, should-be-honored, senior citizens to do whatever they rightfully determine is best for their very survival and the well-being with their chosen local and national community.

If Social Security doesn't get threated by marxist-like class-warfare elitists who mis-term Social Security "entitlements" and who want to replace it with insanely-treacherous non-predictable Wall-Street stock-and-bonds-market gambling...it is threatened by Ron Paul insurrectionist kooks who presume that they themselves are self-appointed authorities as to what and what not is "legal" (irrelevant of what the Executive, Legislative, and Judicial branches of United States Government have painstakingly deliberately upon and finally decided with orderly and frequently-bipartisan majority-agreement unity).

The Government of the United States is NOT a separate foreign entity hostile against the governed who created it, maintain it, vote about it, and cooperate under the various jurisdictions thereof (e.g. federal, state, county, city, and township components). Neither the Presidency nor the Congress should be under duress, insubordinate and arrogant harassment, nor seditious attack from those whose only replacement would be despicably-damnable anarchy and chaos.

The Ron-Paul-supportive traitor-type I regretfully encountered who, I suppose, considered himself a [purported] "sovereign nation" (sort of like renegade redskins AWOL from The Reservation), even misrepresented Saint Peter as a [supposed] "foreigner" who (according to the subversive non-patriot I talked to) "made a mistake" by verbally "placing himself" under the [received-and-registered-Social-Security-number-similar] jurisdiction of Roman "palestinian" government concerning the local [IRS-reminiscent] tax:

It should be pointed out that Peter, as well as Christ's other Jewish disciples/apostles, along with Jesus Himself, was NOT the illegal alien illicitly occupying Roman-government territory...just like bonafide fundamentalist-orthodox Christians along with their Bible-based churches and ministries are not illegal aliens occupying United States territory.

The incentive to operate smoothly and effectively within the structure of father as CEO, mother as next-in-charge, and so on is plainly revealed by such Holy Writ as:

Admittedly, the micro-authoritative jurisdiction of parents can and should be overridden (if then when it needs to be) in accord with:

Much less thievery, robbery, embezzlement, rape, molestational abuse, and assault would occur if would-be perpetrators realized that every man and woman, son and daughter, has a concerned father, mother, wife, husband, brother, sister, uncle, and aunt back home who are very protective of their own family members, and whose retaliation intentions if any one of them were harmed would have no legal nor quasi-legal limits:

It is the God-and-Bible-designated responsibility of the citizens who comprise United States Government "of the people, by the people. and for the people" to both indirectly provide for their honored aging parents past the age of 60 (according to Leviticus 27):

3 then your valuation of a male from twenty years old up to sixty years old shall be fifty shekels of silver, according to the shekel of the sanctuary.

5 If the person is from five years old up to twenty years old, your valuation shall be for a male twenty shekels, and for a female ten shekels.

....and not by anti-Scripturally raising the Retirement Age past sixty (60) nor imposing marxist-like income-discrimination exclusions-and-limitations class warefare, but instead preserving and maintaing Social Security through honest and non-pilfered governmental apportionment, AND by personal provision:

First Timothy 5:1 Do not sharply rebuke an elder, but exhort as a father; and younger ones as brothers,
2 older women as mothers, younger women as sisters, in all purity.
3 Honor widows, the ones really being widows.

Thank God the anti-liquor 18th Amendment was repealed. The misworded (it should have stated: gender, and NOT "sex") 19th Amendment should also be repealed, which superfluous mis-addition to the U.S. Constitution is a flagrantly-discordant-against-Scripture incitement for arrogantly-defiant women to leave domestic home-based responsibilities and maliciously compete with harassive and confusion-causing chauvenistic feminist-sexist wrong-headed zeal which no government of any echelon authorizes them so to do:
