In the Old Testament, a similar thing was required by God through Scripture for the Hebrew people:
Exodus 30:12 When you take the census of the people of Israel, then each shall give a ransom for himself to the LORD when you number them, that there be no plague among them when you number them.
13 Each who is numbered in the census shall give this: half a shekel according to the shekel of the sanctuary (the shekel is twenty gerahs), half a shekel as an offering to the LORD.
14 Every one who is numbered in the census, from twenty years old and upward, shall give the LORD's offering.
15 The rich shall not give more, and the poor shall not give less, than the half shekel, when you give the LORD's offering to make atonement for yourselves.
That same concept was applied by Jesus Christ in the New Testament:
Matthew 20:1 The kingdom of heaven is like a householder who went out early in the morning to hire laborers for his vineyard.
2 After agreeing with the laborers for a denarius a day, he sent them into his vineyard.
3 And going out about the third hour he saw others standing idle in the market place;
4 and to them he said, 'You go into the vineyard too, and whatever is right I will give you.' So they went.
5 Going out again about the sixth hour and the ninth hour, he did the same.
6 And about the eleventh hour he went out and found others standing; and he said to them, 'Why do you stand here idle all day?'
7 They said to him, 'Because no one has hired us.' He said to them, 'You go into the vineyard too.'
8 And when evening came, the owner of the vineyard said to his steward, 'Call the laborers and pay them their wages, beginning with the last, up to the first.'
9 And when those hired about the eleventh hour came, each of them received a denarius.
10 Now when the first came, they thought they would receive more; but each of them also received a denarius.
11 And on receiving it they grumbled at the householder,
12 saying, 'These last worked only one hour, and you have made them equal to us who have borne the burden of the day and the scorching heat.'
13 But he replied to one of them, 'Friend, I am doing you no wrong; did you not agree with me for a denarius?
14 Take what belongs to you, and go; I choose to give to this last as I give to you.
15 Am I not allowed to do what I choose with what belongs to me? Or do you begrudge my generosity?'
Equal pay for unequal work?
The type of work is the same, but the number of hours worked are clearly different.
The Bible takes that into consideration also:
Proverbs 22:29 Do you see a man skillful in his work? he will stand before kings; he will not stand before obscure men.
Should life's goal be to earn more money, get a higher-paying job, and get an annual raise in income?
First Timothy 6:9 But those who desire to be rich fall into temptation, into a snare, into many senseless and hurtful desires that plunge men into ruin and destruction.
First Timothy 6:10 For the love of money is the root of all evils; it is through this craving that some have wandered away from the faith and pierced their hearts with many pangs.
Hebrews 13:5 Keep your life free from love of money, and be content with what you have; for He has said, "I will never fail you nor reject you."
Some purport substituting State-apportioned Social Security benefits (questionably called "entitlements" by certain politicians) with dependence upon presumed wealth perhaps accumulated by ups-and-downs stock-market gambling (which some deceptively miscall: "investing")?
Haggai 1:6 You have planted much, and harvested little; you eat, but you never have enough; you drink, but you never have your fill; you clothe yourselves, but no one is warm; and he who earns wages earns wages to put them into a bag with holes.
Luke 12:13 One of the crowd said to Him, "Teacher, bid my brother divide the inheritance with me."
14 But He said to him, "Man, who made Me a judge or divider over you?"
15 And He said to them, "Watch out, and be apprehensive of all covetousness; for a man's life does not consist in the abundance of his possessions."
16 And He told them a parable, saying, "The land of a rich man brought forth plentifully;
17 and he thought to himself, 'What shall I do, for I have nowhere to store my crops?'
18 And he said, 'I will do this: I will pull down my barns, and build larger ones; and there I will store all my grain and my goods.
19 And I will say to my soul, Soul, you have ample goods laid up for many years; take your ease, eat, drink, be merry.'
20 But God said to him, 'Fool! This night your soul is required of you; and the things you have prepared, whose will they be?'
21 So is he who lays up treasure for himself, and is not rich toward God."
22 And he said to his disciples, "Therefore I tell you, do not be anxious about your life, what you shall eat, nor about your body, what you shall put on.
23 For life is more than food, and the body more than clothing.
24 Consider the ravens: they neither sow nor reap, they have neither storehouse nor barn, and yet God feeds them. Of how much more value are you than the birds!
25 And which of you by being anxious can add a cubit to his span of life?
26 If then you are not able to do as small a thing as that, why are you anxious about the rest?
27 Consider the lilies, how they grow; they neither labor nor spin; yet I tell you, even Solomon in all his glory was not arrayed like one of these.
28 But if God so clothes the grass which is alive in the field today and tomorrow is thrown into the oven, how much more will he clothe you, O men of little faith!
29 And do not seek what you are to eat and what you are to drink, nor be of anxious mind.
30 For all the nations of the world seek these things; and your Father knows that you need them.
31 Instead, seek His kingdom, and these things shall be yours as well.
32 Fear not, little flock, for it is your Father's good pleasure to give you the kingdom.
33 Sell your possessions, and give alms; provide yourselves with purses that do not grow old, with a treasure in the heavens that does not fail, where no thief approaches and no moth destroys.
34 For where your treasure is, there will your heart be also.
First Timothy 6:17 As for the rich in this world, charge them not to be haughty, nor to set their hopes on uncertain riches but on God who richly furnishes us with everything to enjoy.
Matthew 10:5 These twelve Jesus sent out, charging them, "Go nowhere among the Gentiles, and enter no town of the Samaritans,
6 but go rather to the lost sheep of the house of Israel.
7 And preach as you go, saying, 'The kingdom of heaven is at hand.'
8 Heal the sick, raise the dead, cleanse lepers, cast out demons. You received without paying, give without pay.
9 Take no gold, nor silver, nor copper in your belts,
10 no bag for your journey, nor two tunics, nor sandals, nor a staff; for the laborer deserves his food.
11 And whatever town or village you enter, find out who is worthy in it, and stay with him until you leave.
12 As you enter the house, greet them.
13 And if the house is worthy, let your peace come upon it; but if it is not worthy, let your peace return to you.
14 And if any one will not receive you or listen to your words, shake off the dust from your feet as you leave that house or town.
15 Truly, I say to you, it shall be more tolerable on the day of judgment for the land of Sodom and Gomorrah than for that town.
16 Hey, I send you out as sheep in the midst of wolves; so be wise as serpents and innocent as doves.
17 Beware of men; for they will deliver you up to councils, and flog you in their synagogues,
18 and you will be dragged before governors and kings for My sake, to bear testimony before them and the Gentiles.
Luke 10:1 After this the Lord appointed seventy others, and sent them on ahead of him, two by two, into every town and place where he himself was about to come.
2 And He said to them, "The harvest is plentiful, but the laborers are few; pray therefore the Lord of the harvest to send out laborers into His harvest.
3 Go your way; hey, I send you out as lambs in the midst of wolves.
4 Carry no purse, no bag, no sandals; and salute no one on the road.
5 Whatever house you enter, first say, 'Peace be to this house!'
6 And if a son of peace is there, your peace shall rest upon him; but if not, it shall return to you.
7 And remain in the same house, eating and drinking what they provide, for the laborer deserves his wages; do not go from house to house.
8 Whenever you enter a town and they receive you, eat what is set before you;
9 heal the sick in it and say to them, 'The kingdom of God has come near to you.'
10 But whenever you enter a town and they do not receive you, go into its streets and say,
11 'Even the dust of your town that clings to our feet, we wipe off against you; nevertheless know this, that the kingdom of God has come near.'
12 I tell you, it shall be more tolerable on that day for Sodom than for that town.
First Corinthians 16:2 On the first day of every week, each of you is to put something aside and store it up, as he may prosper, so that contributions need not be made when I come.
First Timothy 5:17 Let the elders who rule well be considered worthy of double honor, especially those who labor in preaching and teaching;
First Timothy 5:18 for the scripture says, "You shall not muzzle an ox when it is treading out the grain," and, "The laborer deserves his wages."
The present Social Security system is calculated on the amount of income earned and declared to the State, and proportionally withdrawn as F.I.C.A. deductions from paycheck, registered and tallied by the IRS. The type of employment, and consequential effect on society, is essentially irrelevant.
Some types of jobs in certain kinds of occupations are more dangerous than others. Others require special skills, unique to certain talented and/or hard-working individuals. Some vocations are more people-oriented than others, and some involve production of goods or providing services directly or more indirectly relating to certain people, or instead, the general public at large.
Ephesians 4:11 And his gifts were that some should be apostles, some prophets, some evangelists, some pastors and teachers,
12 to equip the saints for the work of ministry, for building up the body of Christ,
13 until we all attain to the unity of the faith and of the knowledge of the Son of God, to mature manhood, to the measure of the stature of the fulness of Christ;
14 so that we may no longer be children, tossed to and fro and carried about with every wind of doctrine, by the cunning of men, by their craftiness in deceitful wiles.
15 Rather, speaking the truth in love, we are to grow up in every way into him who is the head, into Christ,
16 from whom the whole body, joined and knit together by every joint with which it is supplied, when each part is working properly, makes bodily growth and upbuilds itself in love.
17 Now this I affirm and testify in the Lord, that you must no longer live as the Gentiles do, in the futility of their minds;
18 they are darkened in their understanding, alienated from the life of God because of the ignorance that is in them, due to their hardness of heart;
19 they have become callous and have given themselves up to licentiousness, greedy to practice every kind of uncleanness.
20 You did not so learn Christ!
21 assuming that you have heard about him and were taught in him, as the truth is in Jesus.
22 Put off your old nature which belongs to your former manner of life and is corrupt through deceitful lusts,
23 and be renewed in the spirit of your minds,
24 and put on the new nature, created after the likeness of God in true righteousness and holiness.
25 Therefore, putting away falsehood, let every one speak the truth with his neighbor, for we are members one of another.
26 Be angry but do not sin; do not let the sun go down on your anger,
27 and give no opportunity to the devil.
28 Let the thief no longer steal, but rather let him labor, doing honest work with his hands, so that he may be able to give to those in need.
29 Let no evil talk come out of your mouths, but only such as is good for edifying, as fits the occasion, that it may impart grace to those who hear.
30 And do not grieve the Holy Spirit of God, in whom you were sealed for the day of redemption.
31 Let all bitterness and wrath and anger and clamor and slander be put away from you, with all malice,
32 and be kind to one another, tenderhearted, forgiving one another, as God in Christ forgave you.
No matter what the value to society of the vocational occupation, across-the-board rules apply:
Leviticus 25:35 And if your brother becomes poor, and cannot maintain himself with you, you shall maintain him; as a stranger and a traveler he shall live with you.
36 Take no interest from him or increase, but fear your God; that your brother may live beside you.
37 You shall not lend him your money at interest, nor give him your food for profit.
38 I am the LORD your God, who brought you forth out of the land of Egypt to give you the land of Canaan, and to be your God.
39 And if your brother becomes poor beside you, and sells himself to you, you shall not make him serve as a slave:
40 he shall be with you as a hired servant and as a traveler. He shall serve with you until the year of the jubilee;
41 then he shall go out from you, he and his children with him, and go back to his own family, and return to the possession of his fathers.
42 For they are My servants, whom I brought forth out of the land of Egypt; they shall not be sold as slaves.
43 You shall not rule over him with harshness, but shall fear your God.
44 As for your male and female slaves whom you may have: you may buy male and female slaves from among the nations that are round about you.
45 You may also buy from among the strangers who travel with you and their families that are with you, who have been born in your land; and they may be your property.
46 You may bequeath them to your sons after you, to inherit as a possession for ever; you may make slaves of them, but over your brethren the people of Israel you shall not rule, one over another, with harshness.
Receiving Social Security benefits for everyone should begin at age 60, and no later:
Leviticus 27:5 If the person is from five years old up to twenty years old, your valuation shall be for a male twenty shekels, and for a female ten shekels.
6 If the person is from a month old up to five years old, your valuation shall be for a male five shekels of silver, and for a female your valuation shall be three shekels of silver.
7 And if the person is sixty years old and upward, then your valuation for a male shall be fifteen shekels, and for a female ten shekels.
8 And if a man is too poor to pay your valuation, then he shall bring the person before the priest, and the priest shall value him; according to the ability of him who vowed the priest shall value him.
9 If it is an animal such as men offer as an offering to the LORD, all of such that any man gives to the LORD is holy.
10 He shall not substitute anything for it or exchange it, a good for a bad, or a bad for a good; and if he makes any exchange of beast for beast, then both it and that for which it is exchanged shall be holy.
11 And if it is an unclean animal such as is not offered as an offering to the LORD, then the man shall bring the animal before the priest,
12 and the priest shall value it as either good or bad; as you, the priest, value it, so it shall be.
13 But if he wishes to redeem it, he shall add a fifth to the valuation.
First Timothy 5:9 Let a widow be enrolled if she is not less than sixty years of age, having been the wife of one husband...
For funding Social Security benefits, starting at age 60, one means of supplying the Social Security Trust Fund might be a Consumption Tax (commonly known as a Fair Tax) added to the price of everything purchased at the checkout counters of stores, or equivalent.
Such an indiscriminate charge, no matter who and what type of person the purchaser is, logically seems rather unfair for both "good guys" compared to "bad guys."
Hence, apportionment of benefits might be calculated pertaining to different degrees and extents of gradient disqualifiers:
